You have a couple of obstab=cles to overcome first. Establishing or maintaining domicile is a US immigration requirement. They made the rules, we are just telling you about them.

If you want to live outside if the US that is fine. But if your want to SPONSOR a relative then you AND the relative have a few requirements you have to abide by.

First, you must establish domicile.

Second you must file taxes every year regardless of where you live in the world. Since you are a student this can be explained.

Third must be able to financially support the person you are sponsoring. For you as a college student you will need a cosponsor.

If you want to sponsor anyone those are a must. USCIS is pretty adamant about it and will not issue a visa for anyone who do not meet these requirements.

Again, we are just trying to educate you on the process. Until you are able to establish domicile and show financial support for your mother you won't be able to sponsor for her visa.
