I'm a little split on this issue. This man was brought here at a very young age and was thrown to the wolves by two sets of parents and physically abused by one. He was also separated from his sister at age 10. This type of upbringing is more than likely a major factor as to what led to his criminal record. On one hand I feel sorry for him, on the other he is a criminal with a lengthy record that is eligible for deportation. It's sad that the American system failed him more than once and is going to fail him yet again.

My personal take on this is that when he was the ward of the State, his immigration status should have been take care of. It does not mean I agree with his criminal behavior.

I agree on both counts. I don't agree with his criminal behavior, but it appears it was the American system and American citizens that contributed to it in a big way.

Federal laws changed with the introduction of the Child Citizenship Act effective February 27, 2001.

The new law, essentially tried to make the process simpler and allowed automatic citizenship if certain requirements were met.

Unfortunately, the law was not retroactive.

So there are many adopted children (now adults) still without status or US citizenship.

I blamed those irresponsible American Citizens adopting children from overseas.

one would think, reasonably, that a child adopted from a foreign country would receive immediate US citizenship. as in, it would be a prerequisite of finalizing the adoption. this man's criminal record shouldn't be considered in this matter; in my mind - deportation shouldn't be an option here.

I am split on this case too. On the one hand he was dragged into a horrible situation for his entire childhood life, and our system failed on every level to protect him from abuse, failed on providing him with a loving home, and failed to assist a child who was the most vulnerable for his immigration status. That being said, while no doubt the things that happened to him were contributory on placing him down a very bad path (some of the charges seemed serious enough), he did have a choice in whether to act in the manner that he did. This is yet another example of a system that is broken and is in desperate need of changes.

What costs more, deporting this man or putting him in prison? I guess that's what it came down to when they made the decision.

Crapser had filed for a green card in 2012, trying to finally do what his adoptive parents had never gotten around to doing. But a standard background check in the application flagged his criminal record.

I think he did not have a green card in the first place once he was adopted.

None of Crapser’s adoptive parents, nor the adoption agency that brokered his arrival in the United States, had ever bothered to file for his U.S. citizenship.

After years of fighting, he was finally able to get his adoption paperwork from Thomas Crapser and in 2012 applied for a green card. Those applications typically trigger a Department of Homeland Securitybackground investigation, which in Crapser’s case turned up his old convictions — a criminal record that made him subject to deportation.
