Congrats, I believe I had just posted here a few days ago about your case being one of 2 that I found from back in September. The other couple didn't even have and RFE. Since your case had an RFE it means it was already assigned AND being worked by a specific person. By calling that did the job as it put the worker on noticed with the note they left for him/her. 

 

Anyway nearly 5 months and now it's off to NVC.

 

Happy Days.

No one should have to wait that long

"WAC" is the service center identifier. WAC belongs to the CSC service center. I believe "17" represents the fiscal year portion. The rest appears to just be sequential. There is a format to the numbers, but I don't think that applies until you get you the NVC stage. I've seen no pattern in the numbers, anyway...I've scan them sequentially and never seen anything that indicates it follows the stated format (noted below).

Probably not. When they need more evidence, they will issue an RFE and you'll be notified.

Yes, they are. August is just what their website says as of when the processing times was last updated.(Nov. I think?). Approximately 43% of Nov. filers have heard back in one way or another at this point in time (~2175 pending apps left of ~3812 total from 11/1-11/30).

Okay at least there on November every time I look it says august for two months already

Right. It says on the chart there: " Field Office Processing Dates for California Service Center as of: November 30, 2016 "   They haven't updated it in over 2 months.

CSC is the only service center processing new I-129Fs since ~2014. A *very* small handful get transferred elsewhere (after arriving at CSC).
