You fiancee must fill in the DS-160 form (yes, for non-immigrant visa).

How to pay visa fee  http://cdn.ustraveldocs.com/ru/ru-niv-paymentinfo.asp You can do it online using your bank card. Wait till the next working day after you make a payment, then it shows in the system. K1 visa fee is $265.

To schedule her interview your fiancee must register here

And don't forget about her medical exam, information is here (in Russian). Medical fee is $240 (must be paid in RUB in cash during the actual exam).

I have another question. When I check the case status at CEAC (apparently under immigrant visa drop-down list item since non-immigrant/Moscow doesn't recognize the MOS number), it shows ""Please follow the instructions you received from the NVC that list the six steps you must take before NVC can schedule your visa interview appointment..." message. Are these standard 6 steps, or specific to my case? I haven't yet received them.

Neither my fiance (the petitioner), nor I haven't received anything from NVC. It must be a generic message for all immigrant visas. Though, K visa shows as immigrant, it's proceeded as non-immigrant one. For immigrant visas an interview is scheduled by NVC, but for K viasas the applicants can pick up the date themselves (not in all countries, but definitely in Russia). And the instructions how to pay visa fees are given on the Embassy website. I've done a lot of readngs about the others' experience on K visa in Russia, and nobody mentiones about any instructions received from NVC. You can also contact the consular section of the US Embassy in Moscow by e-mail - consulmo@state.gov, but wait until your case shows READY.

I don't know about Canada, you should check the regional sub-forum, but the US Embassy in Canada is considered "easy". The countries where K-1 visa applicants can't schedule their interview and must wait till consular contacts them are mostly MENA and some African countries (Ghana, Nigeria, etc.).

Thank you, Vogann!! And, yes, thank God there is VJ!! 

I thought that the RapidVisa fees would be money well spent, if they had been able to help me put together the petition, even one day faster than I would have been able to by myself.

But, their online forms required so much more info, and in very different format, than what's needed for I-129f.

Why would they do that? 

And then, they would give no guidance ahead of time in terms of how to put together the package?    

It appeared to be that they create an unnecessary dependency, and can only be useful for those not willing or confident enough to read and follow simple instructions.

 

But, I was completely taken aback by how dismissive and rude they were

The Vancouver consulate no longer does K1 Visa interviews.  All interviews are now done in Montreal.

How soon did u get your NVC number? I got my I129f Approved and I'm  waiting patiently to call NVC, not sure when is the best time to call. I got my approval on Thur 2.

You can start calling the NVC 8-10 days after you received your NOA2.

 @KimchiLumpiaThank you so much for letting me know! On our i129f application, on line 36a and 36b we wrote Vancouver, Canada? How do we correct this mistake? Will they not process our application because vancouver does not do interviews anymore? We have been waiting for so long, we have a noa1 date of Nov 7th.

Because I'm new to the process as well, I would assume they would still process your application. Perhaps send you an RFE to update that part of your application.  If you go to your "Portals" tab, you can post this question to others from Canada that have gone through the process.  Sorry I can't be a direct help, but, hope you find answers to your questions!
