My husband is the United State Citizen, and he is living in the US right now while he's filing for me for a green card. We are at the NVC stage at the moment.

He is thinking about visiting me in Hong Kong while we're still waiting for the NVC to review our documents, because the process is taking longer than expected and we miss each other. Is it actually ok? Does he have to be in the US the entre time when my case is still under review?

Yes thats perfectly fine .... even though if hes thinking to visit you while case is in pending .. it would be very helpful for you at the time of your interview ...:)
