Dominican Republic: Who sets up the interview? The Embassy or the Petitioner/Beneficiary?

Depends.

K1 the petioner/beneficiary can... on travel docs after case in transit and once you pay fees in banco popular with the ds160 is completed.

CR1 the embassy will schedule for you when case is ready.

Absolutely, you are right - but when you don't know where to go for this information or you are receiving conflicting information it is important you seek out the help. I am not assuming anything, i was trying to point you in the direction of information. Unfortunately well meaning people or friends give information that they are not sure of, its happened to me as well. Im far from being narcissistic.
