Spouse Visa - US/Macedonia couple - documents for civil marriage in Macedonia

Good Day everyone

I am a naturalized US citizen from South Africa engaged to a Macedonian. We are starting to work on visas for him and want to do the Spouse visa (I-130 I believe). The problem is we need to do the civil service here in Macedonia but they require a birth certificate issued within the last 6mths for me. I have tried the:

US embassy - since I am South African they can't help

My mom has tried the local office in Oregon - again since I am South African they can't help

I have contacted the SA embassy in Athens - no problem but it could take 6-8mths to arrive

My aunt checked in SA - only my folks or I can pick it up

Am really clueless on how to proceed, other than maybe getting married in Serbia and then transferring the marriage certificate to Macedonia...

Can anyone give me ideas, we can start the process until I get the certificate.

Timeline

Cyprus is popular for civil ceremonies. Check the requirements, though, I'm not sure what they require.

Also, no such thing as "transferring a marriage certificate". Married is married. :)

Thanks guys, appreciate the tips, we are leaning towards getting married in Serbia. Going to try one more thing with my mum, currently living int he US, getting my original cert notarized with recent date, see if they accept that.
