The I-134 is not sent in with the I-129F package. You have to sent it + supporting documents for your fiancé after the NOA2 so she can bring it with her to the interview.

The DS-160 is not filled out before after NVC stage/when heard from the embassy.

Please read the guides.

Every embassy works very different and Colombia is not a difficult embassy. Their process is very streamline. I just went thru this process with my Fiancé this last Friday. You start filling out the form when your application status at the CEAC shows "ready" if you want to speed up the process. Though you can wait until the embassy send your fiancée the instructions if you are not in a hurry.

If you have any questions, send me a private message.

Is it possible to fill out the ds160 while it says at nvc on ceac site?  I wanted to make the interview date for first week of April and buy my airplane ticket so it's cheaper.  Do i have to wait until it says ready on ceac?
