First things my fiance must do before i file K1?

if she has a National ID u need copy of that and her birth certificate and profile page of passport

all these documents in her language plus translations into English

some instuctions say 2 passport photos / others say 4

This is not true at all. If anything, she could at least send a copy of the biographical data page of her passport in together with the stamps if she has ever traveled here (For example: I got RFE'd, they wanted my biographical data page) If she didn't travel here at all, she doesn't need to provide anything else but her G-325 with a American sized passport photo attached to it and her name written on the back of it.

If she didn't travel here at all, she doesn't need to provide anything else but her G-325 with a American sized passport photo attached to it and her name written on the back of it.

1) Should not attach the passport photo to the G-325A form, unless doing so with a paperclip or in a baggie(with paperclip). The I-129F is what requires the passport photo, not the G-325A form.

2) They also need to provide a statement of intent to marry within 90 days of K-1 entry.

We both paper clipped out American passport sized photo's to the G-325 in the I-129F package. It got accepted.

And yes, they both need the intent and signed

Of course if would be accepted. The passport photos are required for the I-129F petition. They do not specify in the instructions where in your mailing of the petition they should be placed.

I mentioned to only attach with paperclip, because with just stating attach them to a form, someone might glue, tape or staple them. I wanted it to be clear.

I only quote the guides;

G-325A filled out by the US Citizen with their information, signed and dated (see example)

8.One passport-type photo (see specification) of the US Citizen. Write the full name of the US citizen on the back. Place in a plastic bag and label the bag "Photo of <Insert US Citizen's Name>". Attach the bag to a sheet of paper and place behind the corresponding G-325a. <----

I think almost everyone attaches it to either to G-325 itself or in a plastic sheet behind the G-325 like the guides tell here.

I know what the guide here states. That still does not change anything I said. Passport photos are required for the I-129F, not the G-325A, which is why the I-129F instructions state they are required. You will not find such a thing mentioned in the G-325A instructions.

You can include the passport photos anywhere in your I-129F submission. Paperclip them to the I-129F form, to a blank sheet, stick them in a baggie and paperclip it to the I-129F, blank page, the G-325A, etc. It does not matter. They just need to be included. The guide here is to list the documentation that is required in an easy to follow way so that people can make sure they include all they need to. Attaching them how it states works, but is not a requirement for the USCIS.
