i-130 filling

We are living together abroad (my husband and I) and are going to be sending i-130 from abroad. My question is about #22 on the i-130 form. Since we are applying for an IR1 visa and my husband wont need to adjust status once in the US, do we put the city and country abroad on the second (far right) part? or do we leave it blank?

so he will go through consular processing, so you will fill out, city and country

Do you know if for B 2 where they ask for my address if I should put my current address where I am living overseas or my permanent address in the US? Since I am sending from abroad?

you can put both, since you will need to prove that you have to establish us domicile, that you haven't abandoned the US

when do you plan to return to the US?

There is only room for one. I could explain in my cover letter why I put a foreign address. In texas with my parents untill we find our own place. My permanent US address is with my parents.
