so it is like this:

The last week of the month and the first week of the following month are when the NVC often schedule their interviews. They will schedule those that has the current PD. However, they will schedule past the cut-off date as well. Example, the current visa bulletin now is Jan 22 2015, however people with PD after Jan 22 2015 also got their interview letter. This advancement is not warranted for all people. A lot of it has to do with your local consulate. Some faster, less busy than the others.

The good new is that it is moving, and we know for sure that the next visa bulletin will move to at least 20 Feb 2015 (latest I heard so far) based on the ILs that have been given out.

My PD is 27 March 2015. If everything is moving correctly (as month for month), I should be getting the IL around last week of Dec 2017, or first week of Jan 2017. If I am lucky, it would the beginning of Dec 2016.
