You are not going to complete dual citizenship and get a Philippine passport? This would remove the ECC requirement.

The BI website has no information on the ECC to speak of... (weird) http://www.immigration.gov.ph/faqs/emigration-clearance-certificate-ecc

Visa chase and citizenship.. DONE!

The ECC is given to departing foreigners to serve as proof that they do not have any derogatory records in the country and no pending obligations with the government. It may be secured at the BI Main Office (Intramuros, Manila) or in select District Offices1, Satellite Offices2, Field Offices3, One-Stop-Shop4.

When should I apply for an ECC?

A foreign national may apply for an ECC at least 72 hours prior to his/her departure from the Philippines.

We are not considering applying for dual citizenship because that's another paper to process and i think will cost more than getting the ecc.

Administrative Fine - 9000 pesos

Express Lane Fee - 500 pesos

ACR I-Card Fee - 2253 pesos

He was 4 1/2 y/o, the Administrative fine of 9000 pesos was calculated from his date of birth upto the date we applied for ECC.

When we were in the counter the officer told us the administrative fine was for 4 1/2 years starting from birth. You can go to a near BI office to verify or if you could go to the main branch it will be much better as they also have the forms there for the ECC.

Yes that as it was explained to us, eventhough he was issued his US passport later on when he was 3 1/2 yrs old, he was reconized as a US citizen by birth upon issuance of CRBA.
