I understand that a CENOMAR is required when you want to get married in the Philippines.

But is it required for a Spousal Visa CR1 when filing DCF if:

1) The petitioner is not Filipino and had never been married before.

2) The beneficiary is not Filipino and had never been married before.

3) The two got married outside of the Philippines.

There is NO reason the Philippines would have ANY information about their marital status.

The most that could be said is "There is no record of them being married in the Philippines", which would be true.

So, for the US Embassy Spousal Visa petition filed via DCF - is a CENOMAR actually required or appropriate if the previously mentioned three conditions are true?

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

Thanks for your responses.
We decided to get cenomars, just to be covered.

They showed no prior marriages, of course, which is true.

@grinnil Yes, to get a Philippine "marriage license" you need a CENOMAR. But we are already married from outside the Phils, and DON'T need a marriage license, as mentioned.
