Tokyo Embassy K1, "Instruction" instead of Packet 3 received

Hello VJers,

My fiancee has received a package from the Tokyo Embassy with the title "K1 Instructions" on it.

She is asked to submit 3 things to the Tokyo Embassy to continue with the K1 application.

The three things are:

  • Previous passport(s)
  • DS-160 Confirmation Page
  • Original Birth Certificate issued by Gong Zheng Chu(The Notary Offices in China)

There's no mention of 5x5 pictures. Also in the package are printouts of the Embassy webpages on topics like I-134 and Police Certificates. But none of these are required to be submitted in this letter.

Is this a pre-step of Packet 3 because my fiancee is a Chinese national(and a Japan resident)?

She's going to submit these things very soon but I am wondering why this is so different than what it mentioned on this website's Japan Embassy page.

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

My fiance (a Japanese citizen) also received this letter and hers was a bit different.

It requested:

  • Copy of current passport page showing biographical data (name/passport number/photo etc...)
  • Copy of all previously issued US visas
  • 2 5x5 photographs
  • Printout of DS160 confirmation page

Best to just submit what they request through mail but also bring everything on the checklist to the interview to be safe. Also as far as I know this instruction letter is the 'Packet 3'

They actually have another piece of sneaky paper behind the cover letter needing all these things. I guess this is the packet 3.

Another question to ask a fellow Japan applicant:

Does your fiance has a Vaccination records? if not did you take the shots or are you going to have him/her do it in the States?

Thanks, and yes she has her records in a 母子手帳 boshi-techou, a small booklet which has all of her immunization/medical records from childhood which she had to get from her mom.

Hi there my fellow Japan applicant.

I wonder if you received anything back from the embassy either in the mail or e-mail telling you that they received your documents/pictures.

I read many posts on this forum telling me that the embassy actually tells you that they got the docs/pics and sets a interview date for you.

What I did was paid and scheduled an interview on ustraveldocs.com since I have not heard from the embassy at all since sending in all the Packet 3 materials.

Are you doing anything different?

Personally never heard of any of that happening with the Tokyo Embassy. We had the interview date scheduled before we even mailed those documents
