Can we stop the processing of the K1 visa after we receive NOA2?

If he was not free to marry then the NOA2 wouldn't have happened.

Was the marriage declared on the I-125 form when you filled out the K1 petition? and if so, was some type of divorce decree included to show the marriage was terminated?

No one seems to be asking that question

NOID issued May 17th 2019

June 5th,2019   USCIS received my response on the  NOID// Addressed the NOID myself, No lawyer ever used in case.

July 1st, 2019  10 YEAR GREEN CARD APPROVED

July 5th, 2019   Approval letters for I-130 & I-485 received in the USPS  mail.

July 11th 2019   Green Card in Hand

If there is an NOA2, and the marriage was declared and the divorce decree included, as it should have been, this issue with the PH government is a non-issue as has already been stated by several members.

If he is a us citizen, it shouldn't matter what the Ph government says about it. If he can supply the US divorce decree, that is all they should ask for. If you are trying to submit a document they are not requesting, then you are making it more complicated.

Did your fiancée report there marriage to Philippine Consulate General in US?

they were married here in the PH, he was fil at the time of the marriage but usc at the time of the divorce.

This is a non-issue. The petitioner is viewed as a USC and USC only in the US Government's eyes. He is free to marry in the US Government's eyes. The US Government does NOT care if the petitioner is free to marry in the Philippines Government's eyes. That only matters in the case of the beneficiary.
