Hello

1. The boy is a Green card holder. If he marries a girl from India, and starts the I-130 application process tomorrow (Oct 15 2016), how long would it take (including mailing time, corrections, waiting list, interviews), until she can travel to USA ? Visa bulletin priority date is now Dec 2014, but want to include all processing time too.

2. After marriage, in order to reduce separation, the boy might apply for Re-Entry permit to stay/work in India for couple years until girl gets GC.

Is there any possibility that the girl can visit USA instead ? Like a Student or Tourist Visa ? Would it be preferable to delay the GC application in order to have a shot at the other 2 visas ? For instance, if girl applies for multiple-entry Tourist visa immediately after engagement (but before marriage), or applies to a US university for admission. Assuming she gets it (will they suspect dual intention?), they can start I-130 after marriage, but girl would be able to visit US many times, until GC gets approved.

I'm clearly ignorant on the terminology. Could you explain what cut-off-date and filing date mean ? Do the two wait times add up ?

If they fill up I-130 tomorrow, and mail it to Chicago, and they receive it in a week, and all documents are in order, and assuming wait-times are exactly same as they are today, does that mean the GC will be approved (and girl can travel to US) in approx. 1 year and 9 months ?
