Thank you for the info. That does explain at lot. I know that there are probably a good amount of applicants originating for Japan. What it doesnt explain is the US Embassy in Japan used to process the entire application in 6 weeks to 4 months MAX so this new centralization has added a lot of time to the process.

After calling the NVC for the second time today i got a wonderful man on the phone who answered my questions for 20 minutes! I found out some great info! I now know why some receive cc before others even if they have a later scan date. All of the countries are split up into teams. Some teams receive more applications because those regions have more intenting imigrants. In general theyre all backed up but it explains a lot. Each team has a supervisor. Some supervisors are able to get to applications right away and some are loaded with work. They said it hardly ever takes 6 weeks for supervisor to review it but it still depends on how much work they have. I got a confirmation email on my expidite request so my fingers are crossed for that.

So I called NVC today on the advice of a few of the forum members. SPoke to a nice lady after being on hold for about 30 minutes. She checked the status of my case and told me its in the document review department since October 24th. She said to give them a few more days and then I should receive an email saying they are done with the review and the NVC will then move on to the setting up of the consulate interview.

I gently pushed for a date on when they would be complete but she said she couldn't speculate.

Oh well, progress is progress. Ill take it.

More updates! good and bad news. Good news is Expidite approved! The bad news is the email also said so send me missing documents and fees. I spoke to 2 different people and got the same answer. They have all my documents BUT my mail and DS260 have not been reveiwed yet. So.. the expidite esencially means nothing for the NVC but it does help us get a faster interview which I'm extremely thankful for as theyre already booking mid December. The second rep did tell me she sent my DS260 for review to another supervisor because "it helps to have two supervisors on your case? Then she said call back next week to see what the status is. Not very exciting being that it's 8 weeks next week. :cry: but I'm thankful for the expidite I know its not easy to get.

Copy of the birth certificate, copy of the passport, copy of the marriage certificate and the police certificate. Still not 'X'ed in the letter. I lost 4 months because the letters aren't clear on what they want

Except for the police certificate - All of these documents were provided with the I-130 application - why dont they have them??????

Is this a mistake? Should I call? These are all items I would need to get from Japan so its going to ADD even more time.,.,... #######... I'm so frustrated with NVC

As what I have understand USCIS doesn't forward documents we provided with I130 that's why all civil documents must be given again to NVC. Read the instruction carefully, it can be a completed case with checklist, meaning you have to bring it with you during interview but I doubt though if you didn't submit any in NVC. But call them to clarify whether it is to be sent out to them or what. I am so sorry to hear this for you.

Really I hope it would get better with your case.

I'm not sure why you have to go through all of this....very confusing and frustrating. To my understanding an I realize your dealing with another country than me but NVC is supposed to send you a checklist and that checklist let's you know exactly what your supposed to send. Did you not get an email with that info? I would think the protocol is the same for everyone when it comes to the NVC part.....i never had to call them an ask what to send. When I got the cover letter, it was very clear. I sent in all those documents you stated at one time and it was completed in less than 6 weeks. I had a delay only because I missed 2 papers for the affidavit and had to send in. If it wasnt for that i was finished in less than 6 weeks. Never had to call or email. I only called at the end to make sure everything was complete and they immediately told you me I was complete and awaiting interview. I'm sorry your going through this....

It is frustrating but I am wondering what you sent to them in the first place?

When you pay your fees you get a cover sheet with a list of required documents to send. Well, 2 lists. One list of financial stuff and one list of civil documents. Yes, the marriage certificate has to be sent again but USCIS doesn't collect the beneficiary's passport copy, birth certificate, police certificate, so these are all new things that you have to send. You say that you sent everything (except the police certificate) with the I-130. You don't need to send your wife's birth certificate or copy of passport with that so if you sent them they may have been destroyed as 'not required' or not forwarded to NVC,

How it was explained to me by an NVC rep is they go through the DS-260 and match up the answers to the questions with documents provided. For example, if in the DS-260 your wife stated her date of birth is January 1, 1970 they look for a birth certificate in your package that confirms that. If she said her mother's name is Jane Doe, they look on the birth certificate for the proof of that (which is why they ask for long-form birth certificates). And so on. The employee told me they call it 'matching'.

I like that matching analogy.

When reviewing the letter onFacetime with my wife last night, it looks like we did send everything except for the long birth certificate. Everything else, including translating our marriage certificate from Japanese into English we have done before and she stil has the originals so some positives. Passport copy I've done that for the Australian Police Certificate and for something else I had to do for the US. I thought it was done for this step with the NVC too.

It might have been the passport renewal for my son.

I will call today because the big hang up is going to be the police certificate. The Issuing authority in Japan impressed upon my wife that they would only give her 1 (without a note of apology from the US government for losing it) so she is reluctant to do anything other than what she was told which was to hand it to the Embassy official at the time of the interview.

So I'm calling NVC today to see if they can send my case to Japan for finalization.

Wow, I got lucky. Spoke to someone after being on hold for just 20 minutes.,

I need to send copies of the 3 missing documents (my bad) but not the japan police certificate. He will put my case in supervisor review because the policy just changed on November 1st to NOT require the police certificate, but, instead to provide it at the time of the interview. So, then I go back in the 6 week queue. Argh.... so avoidable.

I think the main confusion on my part was that I had expected to see an 'X' next to any item that I had to provide. They did it for 1 item but not the other items listed on the custom form letter. So I basically ignored everything listed that didnt have an 'X' next to it.

Then in September, NVC in response to my query said I didnt have to send anything else, just have my wife provide it at the interview.

Now, its clear that 'X' or no 'X' if its on the list its supposed to be provided.

Except for the police certificate - which will be changed to bring to the interview.

I am going to Japan in 6 weeks so with any luck while Im spending the holidays with the other 1/2 of my family Ill be told when she can go to the Embassy for the interview.

We've been married 15+ years so the interview should be the easiest part of this whole experience.
