CGI Federal Sight Question

My wife had interview in Guangzhou on Sept. 28 visa was issued on their site on Sept 29th. I have been watching the CGI web site and the last few days it says ....Your Passport has been returned to Post ...we chose to have it delivered to her home city at a CITI bank that was available on the CGI web site. My wife went to the bank but they don't have it. Has anybody else had this message? Does anyone know what this means? Its been 9 days since the visa was issued and released to CGI.

03/11/2016: USPS Delivery Confirmation
03/15/2016: NOA1 text/E-mail
03/17/2016: NOA1 I-797 by reg. mail ( PD date 03/11/2016 )
06/17/2016: NOA2 Received text and email

06/28/2016: NVC received

07/11/2016:Submit DS-261

07/12/2016: Received DS-261 / AOS Bill

07/13/2016: Receive IV bill and paid IV bill

07/14/2016: Sent package IV package

07/15/2016: DS-260 released and completed

07/15/2016: Scan date

08/16/2016: Case Complete

08/18/2016: Received interview letter today interview scheduled for /09/28/2016

09/28/2016: Interviewed and approved !

10/01/2018: Filed I-751to remove conditions

10/09/2018: Received Text saying case received  ( Nebraska )

10/10/2018 Check cashed

11/19/2018: Received the 18 month extension letter in mail 

07/02/2019: Biometric Appointment.

09/09/2019: Received notice new card is being produced

09/16/2016: Received 10 year Green Card

Their tracking sucks, as does their entire site. That message just means it's in transit to the selected return location.

My wife's passport took an additional 2 weeks to really be delivered. I suggest calling every few days to confirm it's really there before making a trip there.

Please bear in mind that China just underwent a major holiday. While the Embassy was closed from October 1st through the 5th, many local post offices were closed through the 7th-9th. You should see better tracking responses in the next couple days.

02/28/17 - EAD and AP Approved
03/02/17 - NOA2 for EAD and AP Arrived

My wife talked to the manager today at the Citi bank in her city where it was to be delivered. He said that it was sent back to the consulate because there was a tear in the package and they didn't want her to have problems coming into US at the immigration counter at the airport. He says should take another 10 days to get back. Makes me a little nervous that they sent it back.

Passport arrived today and wife picked it up... She was approved on Sept.28th....So 3 week total from approval to receive passport/visa....Good thing we were not planning on her leaving or worst yet had bought airline tickets.
