My fiancee completed the DS160 application, but couldn't upload a passport photo to the application. can she still submit the DS160 application without the photo or does she need to upload the photo before she can submit? Without the photo will she get rejected and need to re-do the application?

yes you need a picture as far as I know and you probably will have to redo it if you don't upload one. Maybe you can get help from a friend to show you how to upload it.

She can submit it without the photo online but then she will have to take a photo with her when she goes to the embassy along with the confirmation page.

How do you submit it without the photo online? I've been having the same issue for the past 4 days trying to upload my photo. My photo meets all their requirements. I upload it and it says

Photo passed quality standards

When I click "next continue using this photo" it says "An error occurred while processing your photo. Please try again later."

I've searched the forums and found advice on using different browsers as well as clearing cookies which hasn't worked for me.

I've seen people saying that I can bring a photo with me to the interview, but I can't figure out how to submit the DS160 and get the confirmation (which I need to schedule an interview!) without uploading a picture!

I've gotten past the upload photo stage now and moved onto the review stage. At the first page of the review page it just said that I'll have to bring a photo with me to the interview.

However, the "sign and submit" button is greyed out. What now?

It happened to us yesterday for about 3 hour. Then I restart my DS160 and upload photo again it work..

It seem like their side technical issues

I-129F sent August 6th 2016

NOA1 Received August 8th 2016

Approved October 11th 2016

Hard Copy NOA2 Received October 17th 2016

NVC Received October 25th 2016

NVC Case Assign October 26th 2016

Left NVC October 31st

Paid Visa Fees November 1st 2016

For anyone in the future, I finally got it to work. It took a week of trying everyday, but in the end trying different browsers etc had no effect, seems to be luck of the draw depending on their issues with the website?

This is so frustrating! Like most of you here, the image I upload initially meets DOS standards. ("Photo passed quality standards") However, once I get back to the DS-160, it gives me an error. Other than restarting the DS-160 from scratch (ugh), what can I do?

The only thing you can do is to wait for the website to fix itself. It's a bug out of our control. Save the DS160 and try to upload the photo every day until it works.
