I have not seen a case like yours, but I don't know why the embassy wouldn't honor your divorce.

People who say that there is no divorce in the Philippines don't realize that Muslims are allowed to divorce there.

My issue is different from this but hoping someone can help me.  Does it need to be annotated marriage certificate before filing the I129F? The reason I am asking is because we only sent the approved annulment from the court documents (at that time not registered yet at LCR and not annoated yet due to delays with processing) and we were approved and at NVC and soon will have the interview at US embassy Manila. Will this be a problem?

You should be fine since the paper for Finality is with you . Bring it in during the interview .

Embassy will honor it but as long as you're a Muslim married in a shariah law you will be fine . The biggest problem in the denial for shariah is both parties married in Catholic Church and then converted to Islam .
