Foreign state chargeability. Philippines to Japan

Hello All i got my NVC case no. For NOA2 sept 15

I got a question but im not sure if this is the right thread.

If not, please tell me where to post.

I received an NVC email, responding to my inquiry and it says below

Foreign State Chargeability: PHILIPPINES

U.S. EMBASSY

1-10-5 AKASAKA, MINATO-KU

TOKYO 107-8420

JAPAN

What does Foreign State Chargeability means? I dont understand why it is "Philippines" when i am a Japanese Citizen but born in Philippines.

Can i change it to Japanese?

It states Philippines because that is the country you were born in, this is not a determination of citizenship. This only has bearing with quota visas. This has zero bearing with the K-1 visa.

The foreign state of chargeability is a United States immigration concept – it is the country determined to be the applicant's origin. In general, the applicant's country of birth will determine their country of chargeability.

Being born in the Philippines does not give you citizenship from that country.
