I know that the DS 260 will ask if you have been denied entry to the states before. I know that the last time when I tried to make entry at the Peach Arch POE, between Vancouver BC and Blaine WA, the Immigration Officer had denied me entry, because at that moment, I was under the ESTA (visa waiver program), and intended to immigrant, so they refused to let me back in as a visitor and took me out of the visa wavier program.

When I answer the DS 260 question, will I have to answer 'Yes I was refused'? and if I have to say 'Yes I was refused,' will the form allow me to give an explanation?
