Please considering adding comments.

While this may sound like a simple or even silly question, for me it is highlighting some communication challenges - my SO now feels two OF-169 forms are needed, as well as two DS230's ; one for her and one for her daughter. We are having difficulty getting through commication issues for me to understand why she thinks this is needed.

Some VJ direction would be very helpful.

Larry, this is Jeff in Texas.

We are "right behind you " in the process. My Chinese finacee mailed her packet 3 forms back April 13. Maybe we should keep in touch as we both will be finishing the immigration K1 process within 30 days or sa of each other. I'll help you, if possible, any way I can.
