WHO RECEIVES PACKET 3 AND 4

Timeline

Pack 3 and 4 is sent to both the petitioner and beneficiary by email. And if you using a lawyer, the lawyer will also be sent pack 3 and 4 via email.

Greetings I would like to know who receives pack 3 and 4 the petitioner or beneficiary? Also is it emailed or mailed

It's different for a CR1 compared to a K1. For the K1 visa, which according to your timeline is what you're doing, it will be the beneficiary. The embassy will mail a letter to the petitioner, who will need to scan or snap a pic of and send to the beneficiary. The beneficiary will then go to the embassy the morning of the day listed and return at a given time to pick up the packets. Packet 3 will give instructions on what to bring to the interview and where to get your medical. Packet 4 will give you the interview date.
