What are the steps for bringing my mother-in-law from the Philippines (Tourist Visa)?

I wanted to ad, that when MIL went for her interview, we had helped prepare an entire packed for her, letter of invitation from me and my wife, stating how we were looking forward to her visit for certain holiday events and meeting my family and such. Letters from her church pastor on her involvement, letters from family, the whole nine yards. Also she was dressed as if she could afford the trip, not like was rich nor like she could not afford the trip, See I believe the interviewing officer in most cases is 95% sure on what they are going to do before the person interviews, but it has been my experience in working for a different USG agency, if you are prepared to make your case sometimes you change the mind of even the most entrenched bureaucrat. No always but sometimes

No MIL offered and the CO said No Need.

Let me add this, I did a cover sheet for and my sister in-law put all of the documents I order as on the over sheet and tabbed them, it looked very professional,

I had done this for my wife (then fiancée) and had sent it to her before her interview for K-1 visa. my wife the CO was impressed and said oh I like this it is so easy to get what I need and grabbed one sheet and said all done.

Also note MIL knew about what it would cost for her entire trip in round numbers and when they asked she told them without hesitation and the CO said yes you are correct

Remember what ever is on the DS-160 should be their answer unless they made a mistake and then they should come forth and state that at the beginning of the interview, just in case they already know it and are waiting to see if the person will disclose the error on the form.

The person applying should be able to afford the trip and should always state that they are paying for the trip, they do not want people coming into the US who cannot afford to pay their own way.

No, no, no.. never lie. Be upfront about whoever is paying for the trip. Plenty of US-based children pay visiting parents' travel expenses.
