reciving below message online payment portal . Please help getting worried .

This case is in the process of termination. Fee payments and online forms can no longer be accepted. If you believe you have received this message in error, or to resume processing of the case, please contact the NVC immediately.

Do like it says. Contact NVC with your case number immediately for your case status.

they are closed now . also takes at least an hour to get them on phone I work at the same time NVC office hours not able to call from work for that much time . wanted to know if anyone else had a same message ? please reply if someone had a same issue . what happened next

You sure? According to this you should have 4+ hours left.

my time line

june 11 2016 : apply I 130

june 14 2016 : received receipt from uscis .

aug 02 2016 : approved

Aug 16 2016 : nvc received case

sept. 5 2016 : got case number and invoice id ( after calling several times )

sept. 7 2016 : in the morning try to pay fees online message says not ready to pay .

sept 7 2016 : in evening try to pay fees it says

i just assume that they close at 5 pm . thanks for your help . I will be calling them now .

Nothing to worry about. This is from the NVC process wiki. http://www.visajourney.com/wiki/index.php/NVC_Process

Note: if you're getting an error message ("Please be advised that the case that you have attempted to access is not eligible for further processing by the National Visa Center at this time…" or "This case is in the process of termination. Fee payments and online forms can no longer be accepted…" or "You cannot make online payments for your case at this time. Please contact the NVC if you have questions or need further information."), do NOT panic. This is actually good news! If you just got your case number, then this message means NVC is inputting your case in their system. If you get this message a few days after case number generation, then it's a good possibility that NVC is invoicing your AOS bill. And if this message appears a few days after DS-261 acceptance, then there's a good chance the IV bill is being invoiced.
