help with contacting the IRS from abroad

Timeline

So this is probably the biggest problem with the whole process.

I'm a USC living abroad (my whole life). sent in my last three years of Tax Returns and FBARs (last six) as I had to Streamlined Offshore Procedure. I don't know when my transcripts will be made available and I am about a week or two away from having to send my AOS/IV packages. I don't have W2's since I've always lived here (I do have similar Brazilian documents stating my yearly earnings).

What are my options and what should I do? I try calling the IRS through skype and every number says Busy, I think they won't take skype calls or something. What do you guys reckon is the best course of action for me?

This link tells you how long to expect before your transcript it available https://www.irs.gov/individuals/transcript-availability.

For W2s, I just submitted and signed a letter stating that I had only foreign earned income from foreign employers from date-to date and as such do not have W2s available. And then I submitted a copy of my most recent tax return with my foreign income on it. I didn't run into any problems.

Heyguy you just gave me hope! Are you saying I can send in my Tax Returns and a letter stating that there was only foreign income, and they will (might) approve my package? If so, what can I expect from the interview? the same, or should I make sure I have the transcripts by then?

Good news, I was able to talk to them after 30 minutes and my transcripts were available and I asked them to mail it to me! YAY

Also, I read somewhere that they can fax it to you (FAX? wth...) And there are someonline fax services that generate a pdf and send it to your e-mail.. I'll look into that and see if I can have it faxed! :D
