Bringing my Canadian Husband to the U.S.

HI everyone. It's been a long while since I've posted & it's only now we can start the process of bringing my Canadian spouse to live with me in the U.S. (I am a U.S. citizen).
What I was wondering is.....can he apply IN the U.S. or does he have to do it from Canada?

We've been married since Sept. of 2000 (married in Ohio in my hometown), I lived in Canada until 2005, then moved back to Ohio. We were going to start the immigration process after he sold our home in Canada, then his father became ill, eventually ending up in a nursing home & then passing away a couple years ago. He was there with his mom as she needed someone with her. She ended up with early stage Dementia & soon will be in a nursing facility so we can start the process of getting him here now. He comes to the U.S several times a year for a 2 week stay & we can't wait to finally be together ALL the time with no goodbyes (L)

Timeline

Yes he will have to do it while living in CA but he can still come and visit doing the process.

It's a IR-1 visa and it takes about a year to get.
