Case sent to "Local Office", what does this mean?

I was looking to see what was taking my case so long since I have not heard back from feds for 2 months. I got my I-797 back in early June saying it was in the USCIS California office. I went on line and put in the case # and it said it was received in a "Local Office" July 10.

What does this mean?

Where is this local office?

Can I contact and find out why it is here?
