How soon can you start filling out the DS-260 after you have paid the IV fee and it shows up as "PAID"? 

It started showing up as PAID for IV fee as of this morning, but when I click on NOT STARTED under IV Application, I get the following error message.  I have tried different computers and different browsers so the issue is not on my end.  I am assuming that they haven't released the application for me to complete yet?

 

This is the error message which I am getting.

Email. We registered online on the USCIS website to get email notification for updates. We use the "Case Tracker" app, too.

That's bizarre!! Dare I suggest calling NVC about it? Clearly something is not right on their end.

 

Also... if I recall correctly, we could go into the DS-260 right away once the fee was paid. I remember we started ours, then saved it and continued it later.

It was interesting how I got around the issue.  I wasn't able to complete the application using any computer at home wifi, but I was able to connect using my mobile phone and it would let me start the application.  I ended up disconnecting my laptop from home wifi and use mobile phone's hotspot to connect laptop to the internet and complete the application that way.

Perhaps it looks for the IP address and determines the access.   Even though you are in Kuwait, I'm in the US, it's looking for something specific on where the user is coming from.

Anyways, I was able to get that completed yesterday.

September 16 I just got transferred

I completed DS-260 a few days ago and it shows as COMPLETED.  I called NVC today and they said they are still waiting for me to complete DS-260.  I told them that I have already completed it and it's shows as COMPLETED online. She said it may take a few days for the system to update.

I logged in again and clicked on COMPLETED under DS-260 and noticed it's still editable .

 

Is it supposed to be like that? Can you still edit after submitting? Does NVC still tells you that it's not completed after it shows COMPLETED?

onek - I never tried to edit ours after it was completed -- so not sure how long it remains editable, if at all. When you finished it, did you get an auto generated email from NVC stating that your DS-260 was complete with a pdf of your answers attached? (this is what we got right away after completing it)
