How to track new Greencard Status in USCIS ELIS? It was empty when I log in.

Timeline

I paid the $165 online before entering the US and received the IOEXXXXXXXXX number. Two weeks after I entered, I looked up the receipt number at https://egov.uscis.gov/casestatus/landing.do and it shows error.

Everyone here seems to be able to pay the $165 and track the status in the USCIS ELIS system. I am totally confused. I paid on https://www.uscis.gov/file-online/uscis-immigrant-fee, following the instruction from consulate. Is this the same system with ELIS? When I created a new account and logged into ELIS, there was nothing shown in the case summary. Nowhere to link my ELIS account to my case. When I chose to create a new case, the only existing option is to "replace an existing greencard". So the question goes back to: how do you track the greencard status on ELIS?

Appreciate the insight into this.
