DS 160 Sign and submit button grey out

Does anyone know why this happened? My fiance finished everything but couldn't click the "sign and submit application" button.

Problem solved. You need to check both boxes on the page of sign and submit.

Try go back and see if you checked those two boxes, one for "international math maker", or something like that, one for "I am able and plan to marry within 90 days after arriving in U.S.". You need to check both boxes. We, at first, thought that international match maker stuff was irrelevant to us so didn't check that box. Turned out that you have to acknowledge that rule or the computer won't let you sign and submit.
