Question about sending ds160 to Warsaw for K1

Timeline

Hello, I have looked through past topics but can't find a current answer specific to Warsaw. I was wondering if anyone had submitted the ds-160 before the beneficiary receives packet 3. I have read that some people do this to speed up the process and then might even get packet 3 electronically because they provided an email. But it seems that other consulates prefer you wait. Any advice on Warsaw specifically?
