For me it worked when I just went back to the beginning of the application and clicked again through all forms pressing next.

All the progress was kept - I just had to press next about 20 times...

 

Before that I had a lot of issues uploading the fotos, was probably busy on Saturday and Sunday. On Monday it was fixed - I assume that systems are for foto upload and ds 160 are communicating and that was broken over the weekend
