i mean wish step the case at ( uscis, nvc, embassy) they are checking the name.

AOS does not have the same processes as the visa stage nor does AOS have anything to do with the embassy.

That aside, you can be sent for security clearance when going through USCIS svc centers, NVC or post interview overseas. Depends. security clearance is NOT namecheck.

so when they tell at uscis that case need , certain time , for security reason check that mean FBI checking on benificiary and petioner , or what that means

if you are applying for a visa, and they state security clearances required, that is on the beneficiary. there are some checks on the petitioner but it has nothing to do with security clearances. You may want to start your own thread in the forum associated with whatever part of the process you are in.
