How to interprete the USCIS Field Office "Processing Times"

So, I'm not sure if this varies office by office, in our case I am looking at the information provided by the Houston field office. Their site now says:

"Field Office Processing Dates for Houston TX as of: June 30, 2016

...
I-485 Application to Register Permanent Residence or to Adjust Status | October 18, 2015"
From my understanding, cases are supposed to be handled on a first come, first serve basis. Per the USCIS receipt we have, the original I-485 receipt is dated October 8, and the fingerprint fee was accepted on October 14. Wouldn't this mean that our case should have been handled by now?
The only other factor that might have affected the timing (and I"m not sure how it might delay the case) is that we did get an RFE sent out on October 29th, which we replied to and they received November 17th, saying that they will begin working on the case again. Does this mean that our case is only going to be handled along with anyone who filed around the November 17th date?

October 7, 2015: Sent AOS Pack
October 15, 2015: NOA1
October 29, 2015: RFE (due to wanting more info regarding tax returns)
November 5, 2015: Biometrics taken
November 17, 2015: RFE Response Received by USCIS
November 23, 2015: Filed for Expedite EAD/AP
December 2, 2016: Approved EAD/AP
December 8, 2015: Received EAD/AP
Sept 26, 2016: USCIS received renewal for EAD/AP

Oct 19, 2016: Interview scheduled for Nov 22, 2016

Nov 22, 2016: Interview - went well but RFE for an updated medical I-693

Dec 1, 2016: USCIS received the new medical I-693

Contact your congressman to put in an inquiry for you. Have them ask the physical location of your file.

I filed a couple weeks after you (no rfe though) and the green card was approved 2 months ago after I contacted my congressman. It was approved within a week of the Congress inquiry. If your congressman happens to be Brady, I can pm you an email address to contact.

My case is in dallas and i spoke to a congressman around me and he contacted uscis and they told him am on the line to be scheduled for interview. And i need to wait till they get to my time. And the congressman said i need to wait that there is nothing he can do.

Yes, I agree with the above mentioned.

Don't call to the 1800 or make any info pass,the answer will be 99% the same.

Sometimes,the congressman helps,sometimes don't.

If it takes way too long,do a WOM.

Writs of Mandamus. Assuming the delay is unreasonable, the APA (Administrative Procedures Act) does give you the right to file a lawsuit. Typically in these lawsuits, you sue the Secretary of the Department of Homeland Security, the USCIS Director, the district director of the field office your case is pending in, (sometimes) the director of the main USCIS Service Center, and quite possibly, the FBI (especially in security check delay situations.) The lawsuit itself is known as a writ of mandamus – a request to the Court to force (mandate) a government agency to do something. In this case, you are asking the Court to tell USCIS to make a decision.

That's great! Congratulations! 

 

I went to San Antonio field office for my interview on November 18,2016, I even brought there a renewed medical exam. The interview went well and the guy said I would hear back in 6 weeks.  But I am still waiting...
