REF for China Birth Notarial Certificates

Does anyone have this issue with I-130 filing - My wife submit I-130 for both parent. We got a RFE for 'Late Registered Birth Certificate'.

They are from China we submitting her Chinese Birth Notarial Certificate issue on February 23rd, 2012 for evidence proof of family relationship.

USCIS said ' The birth certificate submitted on behalf of my wife show that the birth was registered on February 23, 2012, 22 years after the actual event occurred.

She used the same Birth Certificate back in 2012 for interview for her K1 Visa.

Also I have check the Dept of States website per the reciprocity for China

She was born before in 1990 so there was no standardized format for birth certificates prior to 1996 so Birth Notarial Certificate show be used as the secondary evidence.

Any advice would be great help.
