Service requests not assigned for processing

First, I wanted to thank you all for sharing your information, experiences and knowledge with us here, specially the frequent posters

I applied in later March, 2016 for my citizenship, completed my FP in April 25, 2016, since then I did not hear back from USCIS. Around end of June 2016, I completed a SR online in an effort to get someone to look or review my case but I did not hear anything back. The status of this SR shows not assigned for processing since day one.

In July, I called national customer service line and talked to T1 officer, he said to wait since my case is within the posted processing times for Atlanta field office.

Last week, I called national customer service and managed to talk to T2 officer, the IO put me on hold for 10 mintues then came back and told me that I need to wait 2 weeks. So, I asked him is the delay because of background checks, he answered he does not know and I need to wait for 2 weeks. He said he sees my prints were received and that they have all the documents. I asked him again about the background checks, he said I can't tell you, you need to wait 2 weeks and call back if you don't hear from us. I logged in to USCIS website and I saw that there is a SR created with status that says "not assigned for processing".

My question, is that normal that T2 did not know if I cleared background checks or not? Is it normal that both SR say not assigned for processing? Do I need to get myself ready for a long wait then?
What are your thoughts?
