So here is where the Socialism kicks in: Someone on a state and regional level needs to tell foks we are not going to build roads and schools. Someone at the Fed level needs to say not to congressional lobbying on the levees. AND with global warming this inland storms and floods are going to hit us worse.

Decide where your wetlands are, cash the folks out...let the wetlands stay wild

Let the record show NB +oned Rob

And I don't get a chance to use 1s much. It is a strong one. 2 tires out of the ditch

exactly. And add. they build massive levees for the new population center which double the flood effect down stream

The problem with the town example I used in MD that recently flooded is an unusual flood zone area. It is said that the town is built on seven hills, in reality it lays at the bottom of seven hills (which are rather like small mountains made of some unique geology). It's been around for 244 years or so, and in it's history it's had some whopper floods - I mean where hundreds died in olden times and the only thing left standing was one building. More recent large scale floods all come from the Patapsco maybe every 15 years, usually during big events like hurricanes and only enough to cause partial damage. You have several rivers in the area, but the main is the Patapsco, which will take everything that goes in it down into the bay. Some dumb bunny in history decided it would be a fantastic idea to build part of the town on top of a small tributary called the Tiber. It's more like a tiny creek.. but it flows both underneath, alongside, and through the town. This 1000 year flood came from above, at the top of the seven hills where more and more developments have stripped the area of any barriers and increased runoff. This came from just a strong downpour lasting about 40 minutes, with a volume of rain and mudslide rushing downwards so great that it overtopped the Tiber within minutes (buildings and roadworks that were sitting under it literally buckled), and came rushing down like a rapid, taking everything in it's path into the Patapsco. This type of flooding had never been experienced before in it's history and it is surely from a modern man-made problem.

So Rob and NB: how would you both handle this situation? No federal funds? Tell them it's time to let the historical town go to rot and move somewhere else? There are no levees that I know of that have caused this issue, it is solely due to a chance of cards lining just right, and development up on the hills.

I don't know how the experts identify 1000 year or 100 year floods and events. Throw greedy developers and shortsighted government into the mix and you can shorten that to every 20 years in a hurry.

Closer to home ( not exactly floods but triggered by rain) the Oso mudslide tragedy appears to be something a geologist could have told us about. The area is prone to horrific slides every 100 years... This is my old steelhead river, I cannot bear to go up that road anymore.

My answer? The feds, county and the state need to take it on the chin and help move these folks, but no way in hell let them rebuild. This valley needs to turn into a park. Some land we should not be developing. Take a harder look at the science and be realistic about your plans. Make the developer get Lloyds of London ( are they still around?) to sign up for 100 year plans on the insurance upfront. If it drives the cost up 10,000 a lot..is that too much if you really want to live there?
