Hey you know this happened to a really great town in my state a couple of weeks ago, in which two people died. I can hardly blame Obama or Bush for the rains, but I can blame some really bad infrastructure, the lack of government not to want to fix that infrastructure, no flood plan in place, and a push by executives to allow developers to have free reign to deforest the area and make the risk of severe flooding downstream even greater. Louisiana is reportedly experiencing a once in 500 year flood event by contrast, but it is the eighth such event in America since last May. Global warming? Sure perhaps, but the real issue is going to be all of the things above. Historically the little town I mentioned has had some really severe floods, going back 244 years since it was founded, but the flooding has been occurring in recent times due to completely different factors than of yesteryear. The same can be said for these areas of Louisiana.. because no one ever thinks about a changing climate and rare events becoming more frequent if you will, so no one does anything to protect those proactively before it happens. The nations' dams, levees, roads, and bridges have long received a D- rating from the ASoCE, and it's shameful that we call ourselves such a developed nation with great technological advancements but will consistently do nothing about it. Then we all look at these events and say it's just so sad, before pumping billions of dollars into natural disaster relief every single time.

the land use issues in LA are complicated and not given to easy black and white answers. Folks have lived in this area for 20 years and "never seen the like". Many newcomers thpugh are refugees from Katrina who felt good about building in an elevated area. Development in these has has exploded with little capacity for storm water control.

I think people have a responsibility to not build in flood Plains. FEMA actually enables that. Another perfect example of govt making things worse
