@Lyka Dane I'm not sure if you have a question or this is an update. My comment would be that I see a need to produce documentation from PSA that confirms what PSA is telling you about missing documents. Producing this items should satisfy USEM.

We needed to produce the entire court document package for Rose's annulment.  They would not accept the annotated CEMAR for us.  We had them with us and we had no problem.

PHILIPPINES ONLY!!!  CFO (Commission on Filipinos Overseas) INFO - Can't leave home without it!

PDOS (Pre-Departure Registration and Orientation Seminar) is for ages 20-59.  Peer Counseling is for 13-19 years of age.

Embassy required a copy of the annulment documents, along with the annotated CEMAR.

PROOF OF TERMINATION OF MARRIAGE (if applicable). Annulment decree, death certificate issued by the PSA, a foreign divorce decree or foreign death certificate.

They haven't been back here since Feb 2017.   My guess is that she is still awaiting an annulment.  Sharia divorces aren't generally recognized in the Philippines for marriages that were not Sharia to start with.
