Hello,

I am hoping I can get some help here because I am very confused. I filed for my mother(I- 130) in April and received my first NOA from the Nebraska office. A few days ago I received a notification that the file was being transferred to Texas because they have jurisdiction over the case. I have a few questions and hoping to get some clarifications and guidance from someone that has an idea on how this works

1)I would like to know if this is something that is very common, for the file to be transferred from one office to the next.

2)My other question is to know if the countdown started again as far as processing time. When I look at the processing time it says 5 months. Is it 5 months from the time Texas receives my application or 5 months from the receipt date?

3) I have tried to read and understand both the USCIS website and these forums but I am still left with a few questions on the process itself. Once the I-130 is approved my understanding is that her file will be send to my country of origin. Am I notified of that? Reason for asking is that the mailing system there is not reliable and she travels a lot to a part of the country where she doesn't always have a good cell phone service, so we are trying to come up with a plan for her to be reachable when it gets to that point

4) Are there steps that I can take or need to take in the meantime?
