Timeline

I read a forum earlier on this and it raised some questions for my fiancé and I.

My fiancé was born in England and left and came to America when he was 8 years old. He lived in America from 8 years old until 18 years old when he began pursuing a football (soccer) career. He then returned to the UK for 6 months, then to Germany for a year. Back to the US for 3 months, back to the UK for 5 months, back to the US for 3 months and then Romania for 3 months.

My question: For his interview, does he need to obtain a police certificate from both the US and England? What about Germany and Romania?

The post I saw said that the US knows everything they need to know about both of us, him included, because they do a background check so therefore you don't need a police certificate for the US.

We are just looking for some clarity. Thank you in advance.
