When filling out the I 130 I always saw that you should put N/A or None......but now Looking at the "Local Filing Guidance Form I-130 USCIS Guatemala" that I received from the embassy states "Not applicable or N/A should not be used as a response to any questions on the I-130"

I am specifically looking at line 7. Other Names Used, Line 11. Name of Prior Spouses, and page 2 "D. Other Information 1. If separate petitions are being submitted for other relatives, give names of each and relationship.

I guess the correct answer if "None" not N/A.....?

Correct.

There is a difference between "none" and "not applicable".

Other names used would be none, if no other names have been used by that individual.

It is not for the applicant to decide which questions are applicable or not. Sometimes the answer is "none". That does not mean the question is not applicable.
