I have a question I read online that when filing dcf you either don't have to file I-184 or the consulate doesn't look at it or review it is that true?? I'm having problems getting my transcripts online since I'm living abroad they can't mail them to me.

It's I-864, not 184.

DCF is simply a different way to file the I-130 (the petition is filed locally to the beneficiary, rather than via the USA) - you'll still need the same paperwork to obtain the visa, which includes the financial support document (I-864).

Yes I know that I've already filed the dcf 2 weeks ago. I'm asking anybody who has filed dcf about the affidavit of support that's it I wanted to see if what I read was infact true that's it

No, it's not true. DCF requires the I-864. It will be reviewed.

I don't know what you're expecting? You don't file the I-864 with the I-130. It's submitted with the visa application step, usually.

You definitely need it, but you usually bring it to interview, and they review it then and there, rather than sending it ahead of time. That is what we did, and it is also what your quoted attachment says.

Thank you I think I'll just find a cosponsor since I can't get the transcripts from my taxes. That was my only concern To prove the income

You'll need your tax transcripts or returns regardless. As petitioner, you will still be required to file an I-864 WITH your tax returns/transcripts. No tax proof, no visa.

The irs mails the transcripts to the last known address which I don't live there anymore I can't change any details on my account because it won't let me log in to the irs website I have a copy of my tax return from last year the year before it isn't a good copy and the one prior to that went missing. It would be helpful if I could talk to someone from the irs but being overseas it's impossible

If you have the last year (2015), it MAY be enough. They often want three years, but occasionally allow 1, especially with a co-sponsor.
