My parents (Citizens) applied me (Married Son above 21), Priority date December 2008 and when I checked my status online in 2011 it saying Pending. so I didn't check for few years and Today when I checked it says " Case Approved - On April 8, 2010, we approved your Form I-130, Immigrant Petition for Relative, .......We will mail your approval notice. Please follow the instructions in the notice"

What does that mean? I didn't get any mail or email about further instruction notice.

Does this mean they might have send in 2010 and I didn't receive it until 2016? I just went online and changed the postal address to the new one to ensure. Can someone help me about what is next I should do?

Means petition has been approved. Nothing to do for another at least 4 years since priority date for F3 is 01Dec04 - that's assuming you're not from Mexico or Philippines, then it's many years....

You parents should have got approval notice but again - that just means petition has been approved.

So the instructions mail for next step is not yet sent? OR my parents were supposed to get with that Approval notice? But they did not receive i-130 Approval notice yet. Do they post or email? And will i get any notice being a beneficiary?

I'm Indian citizen living near Pretoria, South Africa visa center.

It is possible a paper notice of approval was sent, but there would be nothing else, no instructions for them to do other paperwork as your priority date isn't due for another few years.

You're not even close to getting any instructions. They should have gotten notice back in 2010 when petition was approved. Maybe they don't remember it.

This is just part one of a process that involves many steps. The petition has been approved. In other words, the government is satisfied that your parent really is your parent and that your parents are USCs and therefore eligible to petition for you. The service centres that approve these will continue to approve the petitions, regardless of whether a visa is available for that individual or not. This is just the petition and the approval gives you permission to apply for a visa, when one is available for you. You are now in a waiting area until a visa becomes available. It will be many years yet.

The notice that they sent just informs you that the petition has been approved. But you can see that from the website anyway.
