Thanks for your reply.

Today I called USCIS to check how long they would reply to me about Reference. The officer said it would take 60days to reply reference upon the receipt date.

then I asked if they received my reference yet and what's my receipt date. She said she didn't see the record of my reference in their system.

 

But my reference already delivered to USCIS last Friday. That means they will take times to open  my references package.

 

I am confused now. When and how should I know if they receive my reference in their system?

When you say reference, you mean your evidence package?

 

If it's your evidence, they might have received it last friday - but most likely your officer has not yet processed it. I wouldn't worry. You clearly have evidence you sent it and it was received so just stand back and let it take it's pace.

I'll tell you more. Since last November they moved from April 2016 to July 2016. 1 year = 4 months. USCIS Effectiveness = 30%.

Tier 2 officers can not see whether your RFE is received or not.  That's why many people got RFE even they were told by tier 2 officers no rfe was issued.  

The only way to confirm your response of RFE  is doing an infopass.  However, if the tracking number says it is delivered, it should be received.

Well said, really get to the point. I'm wonder are those rare cases in Oct. and December which got approved earlier is because they wrote to the senator?

Oh, that's scary. The online status never shows, Tier 2 officers can't see it. What if the mail delivery has problem, then how can people know they got RFE?

I just wait 2 weeks and see if I should make an info pass.

The Christmas and new year is coming. I don't know how many days the USCIS office will be closed. The processing time depends on their days off.

I doubt it, getting a senator involved most likely won't do anything except it may be mentally soothing, but it won't hurt. I am just waiting for my 751 to be outside the official processing times so I can start taking advantage of few options we have.

I doubt a senator would do anything for a case that is still within USCIS processing times.

 

Is it possible that the rare early approvals are not really early approvals but a VJ member typing the wrong dates in the VJ timelines?

Good news!

My N-400 status has changed to "In line for interview" yesterday. And today, my I-751 has been approved..So, I don't think they would combine my N-400 and I-751! Wooo!

Thats good news! I guess I751 was approved first yesterday but didn't get updated until today. Would make the most sense.

I think so! That's why the status of the I-751 went straight to "card was mailed" instead of "case was approved" first.
