It was approved by law, they obviously had to, but they just would not send you the green card to the 400 applicants who were approved obviously. Two birds with one stone kind of situation, that is one of the pros for applicants like us i guess.

That makes sense pay for a GC you never receive! Good Old USCIS, again they are on a roll and then there is the money they save for printing the card, the money it costs to up date the files when the cards are handed back and the money it costs to destroy those cards, all in all it makes perfect business sense. Who knows with the money they save from all of us apply for ROC and never get the physical might go towards their bonuses! :jest:

You, to me, it is more of like paying for the steps that lead to 751 or 400. They approve non 400 regular 751 filers because those people have not obviously shown their intention to become citizens, so at least there is a practical purpose for both USCIS and applicants themselves, but for applicants like us, and to USCIS, it is simply about cost saving and efficiency. You need two adjudicators through out the journey if one just applies for 751 and patiently waits for it and applied for 400 after the 751 approval. For two pending cases, why not combine them together by having one adjudicator take care of both? But it is still a major screw up because normally 751 applicants will be approved in a year and they will proceed to the 400 application, but the huge CSC delay this year created this mess of making people choose to focus on the bigger picture(400) or waiting solely for 751. No matter how you look at it, this year is abnormal for 751 processing, it forces people to choose between a bigger picture and a task for patience.
