Someone please help!!

I am really hoping to get some type of response here, not sure if it is in the right area but it is waiver related I assume. My husband went to his interview in Juarez (CDJ) and admitted to past use of marijuana and was given a mandatory one year ban. I understand no waiver is available for that. What confuses me is that he also was denied 9b2, illegally present more than 365 days. Went to Juarez with an approved i601a and never deported or caught entering, entered once as a minor and never returned. On the denial paper they didn't address the 9b2 and put an expiration (3/10yr ban) or give an option to file a waiver for that 9b2 denial. The officer told him to provide proof of sobriety through the year and to return for his medical and they can move forward if he's clear. No idea what that could mean! Sorry to make this so long! But if someone can please help! I would greatly appreciate it, thank you guys!!

Blue denial paper states:

1a4: el solicitante una sustancia controlada. Usted puede obtener una nueva examinacion medica en esta fecha [no date entered] para demonstrar que usted ya no usa sustancias controladas. (You used a controlled substance, you can obtain a new medical examination on this date [] to demonstrate that you do not use controlled substances)

9b2: el solicitante estuvo presente ilegalmente en los estados unidos por mas de 365 dias. Este inelegibilidad expirara despues de [no date entered] (you were present in the US illegally for more than 365 days, this ineligibility expires after [] )

Otro (other): hacer nuevo cita medico para mayo 2, 2017 (make a new appointment for May 2, 2017)

How did you have an approved i601 waiver with you? I thought waivers were only submitted after a denial was issued, but it seems like you already had the waiver approved. Is this a new procedure
