If they won't be working in India, and won't be receiving any type of income, then it's not necessary to file taxes.

The same rules apply to them whether they are living here or abroad.

US citizens anywhere in the world are required to file taxes on their worldwide income.

If however, that income falls below thresholds defined by the IRS, then they don't need to file a return.

So if they don't make enough to file returns while living in the US, they don't need to file them while living abroad.

That includes all income; investments, properties, salaries, inheritance, retirement payments, etc.

Sounds like they won't have a significant income source, but if they did, they would not be double-taxed (very simplistically, this means that if they would owe $5000 under US law, but India has already taken $4000, then they would owe the US $1000).

I think there's a minimum income below which you don't have to file a return.
